Play it when

You open with Veigar or Ornn upgrades – Veigar's stacks reward starting early.
You have Blue Buff or other AP items for Veigar.
You are fine not buying XP in stage 2.

Game plan

Stage 2

Commit only if you have early Veigar or Ornn upgrades – Veigar's stacks reward starting early. Don't buy XP, so your 1-cost odds stay better for the rolldown. Put the first items on Veigar: Blue Buff, Jeweled Gauntlet, Hextech Gunblade.

Stage 3

Level 5 around 3-2. With 7+ copies of Veigar and Ornn combined, roll until they are 3-star; with only 3–4 copies, slow roll above 50 gold instead. Level 6 around 3-7. Sacrifice the Lifebloom on the Blackthorn hex early.

Stage 4

With Ornn and Veigar at 3 stars, slow roll at level 6 for 3-star LeBlanc and Alistar. Once Ornn has produced his first Artifact, you can move his tank items to a 3-star Alistar. Level 7 around 4-5.

Stage 5

Level 8 around 5-2 and 9 around 6-2. At level 9 add Kobuko and Gnar, or Ahri and Alune for 6 Spellweaver; Ivern is another option.

Why it works

Veigar's blast deals extra damage to targets below 30% max Health, and every time it kills he permanently gains 2% Ability Power, so the earlier he is 3-star and itemized, the bigger he gets. Ornn stores the damage he blocks in player combat as Forge Power (85% more at 3 stars) and hands you an Artifact Anvil every time it fills, so the comp gets extra items for free. Four Spellweavers (Veigar, LeBlanc, Fiddlesticks, Cassiopeia) give the team 10% Ability Power, more for themselves, and stack more with every cast. Sacrificing the Elderwood Lifebloom on the Blackthorn hex gives Veigar mana regen and damage amp – after patch 18.5 that is 10% damage amp and 2 Mana Regen.

When to pivot

This comp works best from early Veigar or Ornn upgrades – without them it is hard to force, because Veigar needs time to stack Ability Power. If you are in it and want more damage later, push levels toward 6 Spellweaver with Ahri and Alune. Late in the game you can sacrifice a 3-star LeBlanc on the Blackthorn hex for big stats and move her items to another Spellweaver.
